S. 703 – Committee Assignments: American Health Security Act of 2009 (GovTrack.us)

This is the Senate health reform bill introduced by Sen Sanders (I) in March.  This is what I think would be best for this country.

American Health Security Act of 2009 – Establishes the State-Based American Health Security Program to provide every U.S. resident who is a U.S. citizen, national, or lawful resident alien with health care services. Requires each participating state to establish a state health security program. Eliminates benefits under: (1) titles XVIII (Medicare), XIX (Medicaid), and XXI (State Children’s Health Insurance) (SCHIP) of the Social Security Act; (2) the Federal Employees Health Benefits Program; and (3) the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Requires each state health security program to prohibit the sale of health insurance in that state that duplicates benefits provided under the program. Establishes the American Health Security Standards Board to: (1) develop policies, procedures, guidelines and requirements to carry out this Act; (2) establish uniform reporting requirements; (3) provide for an American Health Security Advisory Council and an Advisory Committee on Health Professional Education; and (4) establish a national health security budget specifying the total federal and state expenditures to be made for covered health care services. Establishes the American Health Security Quality Council to: (1) review and evaluate practice guidelines, standards of quality, performance measures, and medical review criteria; and (2) develop minimum competence criteria. Establishes the Office of Primary Care and Prevention Research within the Office of the Director of the National Institutes of Health (NIH). Amends the Internal Revenue Code to create the American Health Security Trust Fund and appropriates to the Fund specified tax liabilities and current health program receipts.

I wonder what you would think about illegal aliens and health care. That came up out here recently. In NYC you can take your child to the hospital or to school and not be reported to the INS. This actually turns out to be essential. Some people I believe are actually afraid of state health insurance and government run hospitals because they believe they’ll be deported. Which sounds goofy but it’s not you or I that have to be afraid of this. Really you would have to turn a blind eye on illegal immigration OR make it easier for illegal residents to become legal whether or not they can become citizens. We’ve set this precedence in New York and probably other places. Bush once started singing that old song about not worrying about Mexicans who work for pennies on the dollar. Actually anyone who comes to the US and is allowed to stay needs minimum wage and health insurance. It’s not perfectly fine to let someone earn 50 cents an hour. That’s not what America is supposed to be about.

When you think about it, illegal aliens are sending in taxes and cannot file a return to get the taxes back, so in a way, they are paying something to the government. I would hope that someday we could issue a day pass or a season pass (because we need to face the fact that the majority of Americans do not want to pick tomatoes. Even tho that would lower the unemployment rates, lol). If they had a season pass to work in agriculture, they would be paying for medical care also. If they were legal on a pass of some sort, their children could go to school, they would be legal enough to actually file a tax return, pay for medical, and not be working for pennies with no protection from people taking advantage.

Another thought is, Mexico is going to issue insurance coverage for the entire population of Mexico (a large population of our illegal aliens are from there). If we could have some sort of deal between the US and Mexico that they would honor our medical care for the day or season pass people, we would be completely covered. Illegal aliens make good money when compared with Mexico. They are willing to risk it all to make that money. I live near a Swift Turkey plant that hires illegal aliens. And the INS raids them regularly, everybody is running out the back door, etc. They work for 6.00 an hour and Americans working there make 12.00. And the illegal aliens cannot collect workman’s comp if they get hurt on the job, they just stay home.

We need to get all of these issues that are interdependent on each other. Health care, immigration, the economic problems, etc. They all need fixing, and I suspect it is some interconnected problem that will fix them all.

You’re right there. I bet that so many New Yorkers come from somewhere else and we have to accomodate that or it would be a disaster. Children need shots, children need school. People have to be treated at the hospital no matter from where. If there aren’t safety nets too much can go wrong. They estimate that there are 1200 SLAVES in NYC. This doesn’t include guys forced to make lo mein 23 hours a day for 20 years but it’s in the same ballpark. People need to be able to officially get help, to go to the police, to get foodstamps. If that were not the case in NYC things would fall apart completely.

Of the subject, I just saw a movie about the Bloods and the Crips. What would be really awesome is if we could make Jobcorps like the dawning of a new day, even like an alternative to the military: We will get you out of these neighborhoods if you want to go, and we will make sure you pass some tests and have a job and that you can go to college and we’ll make sure you can pay for it. They can build bridges and rebuild parks and like a WPA thing.

I was reading one version of things which said basically that there aren’t enough wealthy people in the country to spread out all their money to the rest of us, we would spend it in a couple of weeks (the middle class is shrinking because of their own debt mismanagement). But if you were to make corporations pay their taxes like they should, then you could have state health insurance, because there’s enough money and nobody would suffer for it. They THOUGHT this money would trickle down but it didn’t work that way. The other problem as I see it: You can wrangle all the health reforms in insurance that you want. But then the hopitals have to be forced not to sell an aspirin for $50. Hospitals have to become not for profit, that’s something to think about.

Today I just kept thinking about what John Lennon said, there aren’t problems only solutions. If you want money for poeple with minds that hate, all I can tell you is that you’ll have to wait. That’s such a good song.
